Funding Options for Queensland Students through LTSA
In Queensland, Library Training Services Australia (LTSA) has pre-qualified supplier status with the Queensland Department of Education and Training for eligible students to access the Certificate 3 Guarantee funding and also for eligible trainees to have access to User Choice funding for traineeships. The Certificate 3 Guarantee and User Choice funding options are accessible directly through LTSA.
Certificate 3 Guarantee (Queensland)
The Certificate 3 Guarantee supports eligible individuals to complete their first post-school Certificate III qualification. It also supports school students to access training and Queensland’s Year 12 graduates to transition to employment by providing fee-free training in high priority qualifications.
LTSA’s Certificate III in Library and Information Services (BSB31215) is listed as a subsidised qualification on the Priority Skills List.
Regardless of the subsidy, the student must contribute to the cost of training; this is called the co-contribution fee. The fee may be paid on behalf of the student by a third party, such as the student’s employer.
For the 2018/2019 Financial Year, the following subsidies apply:

*NOTE: Subsidies are updated each financial year by the Queensland Department of Employment, Small Business and Training. Refer to the Priority Skills List webpage for the subsidies applicable in the current and previous financial years. The Co-contribution fee does NOT include any Re-sit or Re-submission Fees (refer to Assessments section of the Terms & Conditions of Study).
It is also important to note that if you choose to access funding under the Certificate 3 Guarantee program, you will not be eligible for any promotions offered by LTSA. Any reduction to the co-contribution fee is considered an inducement and is not permitted within the Certificate 3 Guarantee Program Rules.

The Certificate 3 Guarantee program is open to any Queensland resident aged 15 years or over who is no longer at school (with the exception of VET in School (VETiS) students**) and is an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency. Prospective students must not have or be enrolled in a Certificate III level or higher qualification (not including qualifications completed at school and foundation skills training).
** Please note that LTSA does not currently offer VETiS programs.
It is important to note that there are expectations and rules regarding accessing a government subsidised training place under the relevant program. Students will no longer be eligible for a government subsidised training place under the Certificate 3 Guarantee once they complete a certificate III level vocational qualification. A requirement under the Certificate 3 Guarantee Program is that students will be required to complete a training and employment survey within three months of completing or discontinuing the subsidised training.
